Two reasons, one is that they offer the most famous shrimp sandwich in town, it's a popular sandwich in the Gothenburg area that I recommend to try. Second reason is the scenery, it's one of the best views over Gothenburg.

Even though it is a bit expensive - the "RäkMacka" or Shrimp-Sandwich is nationally known and if you are not hungry this is a great place to have a relaxing drink and enjoy the view on the 23rd floor
